Petition to Joseph Deiss, President of the United Nations General Assembly

Dear Mr President

Mankind’s old dream is to create a world where all human beings are free, have food and live in peace. A world where the fundamental rights and basic needs of humans and animals are respected and realised.

Such a free world could be realised in seven years. Therefore we aim to petition the General Assembly of the United Nations in the September session 2011.

« We request that the majority of the General Assembly of United Nations give the order to all their members to organise free elections in all countries for a Global Constitution Council.

This decision for a Global Constitution Council can then be confirmed by the people’s vote or by the National Parliament of each country next year and thereafter the Global Constitution Council elections will take place.

The Global Constitution Council shall have 2,400 delegates. Every member state of the United Nations shall have at least two delegates. The remaining seats are distributed in accordance with the size of the respective population.

40 per cent of the delegates of every country must be women. All delegates are free to vote with a clear conscience and with no pressure from their government.

In two years, the Global Constitution Council will prepare a democratic constitution for the world, which will meet the agreement of at least two thirds of the delegates and will be based on the values of the current constitution of the Swiss Confederation.

This can then be confirmed by the people’s vote in all member states of the United Nations, and this global democratic constitution will then come into force in UN countries, if it’s accepted by the majority of the UN member states.

In 2017 free elections to a world parliament will take place. And finally in 2018 this parliament will bring the constitution into force. The world parliament will then elect a democratic world government. »
